IMPORTANT NOTICE
To Apartment Owners Association (AOA), including Ad-hoc AOA
Kindly take note of the following:
- The guidelines/advisory issued by the Office of the Court Receiver dated 15.04.2026 must be displayed prominently on the apartment notice board. All home buyers should be advised to strictly adhere to these instructions.
- The AOA/Ad-hoc AOA is requested to extend full cooperation to the NBCC office in facilitating the handover of pending keys to home buyers who have already collected their NOC and Possession Letter from the Office of the Court Receiver but have not yet completed the key handover process.
- Necessary steps should be taken to conduct regular and timely elections for the formation of the Board of Management (BOM). All association activities including financial handling, safety and securities and common area maintenance must be carried out transparently and in accordance with applicable laws and prudent practices. The financial disclosure to the residence and timely audit of accounts are mandatory aspects to be followed by AOA/Ad-hoc AOA.
- The Ad-hoc AOA must ensure its registration at the earliest, and in any case, before 31st May 2026. The Office of the Court Receiver is considering withdrawing its signatory authority from the bank accounts of the Ad-hoc AOA in the near future.
- It has been observed that certain Ad-hoc AOAs are levying charges while claiming approval from the Court Receiver (CR). This is to clarify that the CR has not approved any such charges, including transfer charges. All such matters must strictly comply with the provisions of the UP-Apartment Act.
- NBCC’s role is limited to completing its defined scope of work, including the handover of remaining flats/keys. NBCC will not be involved in maintenance-related matters of the complex. All concerned are advised to follow the directions of the Hon’ble Supreme Court as per the order dated 11.12.2025 in I.A. No. 320780/2025. (Refer to page 18 of the order via the provided link.)

7. The role assigned to the court receiver and the committee is primarily to ensure fund availability for completion of stalled Amrapali projects and to assist nbcc in this regard . All the stakeholders need to understand and appreciate that the court receiver is not a permanent supervisor of all issues relating to AOA/ Ad-hoc AOA.
8. For any unresolved concerns of home buyers and within the scope of work, the following escalation matrix must be followed:
i. AOA/Ad-hoc AOA
ii. NBCC Site Office (through AOA)
iii. Email to the Monitoring Committee via AOA at: monitoringcommittee@receiveramrapali.in
9. The scope of work assigned to NBCC has been defined by the Hon’ble Supreme Court. All stakeholders are advised to keep a copy of the relevant order for ready reference.
10. A dedicated system, supported by a specialized team, has been established to address relevant issues. Regular updates are shared through the official website and email channels. Stakeholders are advised to follow these communications. For meetings with committee member if required, prior appointment must be obtained from customer care department before visiting the Sector 62 office.
