NOTICE TO HOME BUYERS OF PROJECTS NEARING COMPLETION AND HANDOVER

Subject: Implementation of Faceless (Online) Verification Process for Issuance of NOC and Possession

Greetings from the Office of the Court Receiver.

The Monitoring Committee constituted for the Amrapali Projects, is pleased to inform all concerned home buyers that a decision has been taken to implement a Faceless (Online) Document Verification Process for eligible units which are either nearing completion or are ready for possession and handover.

This initiative has been introduced with the objective of ensuring a transparent, efficient, hassle-free, and time-bound verification process, thereby facilitating eligible home buyers in obtaining the No Objection Certificate (NOC) and Possession Letter without the necessity of repeated physical visits.

Under this mechanism, the verification process shall primarily be conducted through online mode in order to reduce inconvenience, save time, and streamline the handover process. Home buyers are requested to extend their full cooperation and timely compliance for smooth completion of the verification formalities and subsequent issuance of NOC and possession documents.

Home buyers intending to avail the benefit of the faceless verification process are required to ensure that:

  • All outstanding dues, charges, and liabilities reflected in their customer login/dashboard are fully cleared;
  • All requisite documents are uploaded/submitted within the stipulated timelines; and
  • The allotment/unit falls within the category of eligible units under this scheme.

Excluded Categories

It is hereby clarified that the following categories of cases/units shall presently remain outside the purview of the faceless verification process, and the existing/manual process shall continue to apply to such cases as per the policy of the court receiver office :

  1. Revival of Registered but Not Making Payment (RBMP) category;
  2. Revival of Cancelled units;
  3. Units claimed under Joint Venture (JV) category;
  4. Claims under the Dual allotment category;
  5. Claims under the NFCD category;
  6. Any other category involving dispute, deficiency, litigation, or pending clarification/documentation as may be determined by the Monitoring Committee or Court Receiver’s Office.

Projects Covered Under the Faceless Verification Scheme

The faceless verification process shall presently apply to pending eligible units in the following projects:

  1. Amrapali Aadarsh Awas Yojna
  2. Amrapali Verona Heights
  3. Amrapali Jaura Heights
  4. Amrapali Dream Valley-2
  5. Amrapali Heart Beat City
  6. Amrapali Crystal Homes

Procedure for Faceless Verification and Handover

The process to be followed by eligible home buyers is detailed below:

Step 1:

Eligible home buyers shall receive an official communication/email from the Office of the Court Receiver regarding initiation of the faceless verification process.

Step 2:

The concerned home buyer shall be required to provide consent/acceptance by clicking the confirmation link provided in the said email communication.

Step 3:

Upon receipt of acceptance, a subsequent email shall be sent containing detailed instructions, documentation requirements, and the procedure for online verification.

Step 4:

The home buyer shall complete the verification process strictly in accordance with the instructions communicated through email, including uploading/submitting all requisite documents and details.

Step 5:

Upon successful submission of documents, the verification team shall undertake scrutiny and verification of:

  • Submitted documents;
  • Payment records;
  • Customer ledger/account statement; and
  • Other relevant records, if any .

Step 6:

In case the documents and payment status are found satisfactory and in order, the CRM Team shall schedule an appointment/intimation for issuance and handover of the NOC and Possession Letter.

Step 7:

At the time of collection of the NOC and Possession Letter, the home buyer shall be required to appear personally along with the following original documents:

  • Original Builder Buyer Agreement (BBA);
  • Original Application Form and/or Allotment Letter;
  • Original payment receipts/proof of payments;
  • Notarised Affidavit and Undertaking in the prescribed format available on the customer login/dashboard;
  • Government-issued identity proof.

Failure to produce the aforesaid documents may result in postponement of issuance/handover until compliance is completed.

Authorization in Exceptional Circumstances

Home buyers residing abroad or otherwise unable to appear personally due to genuine hardship or exceptional circumstances may authorize a family member (blood relative only) to collect the NOC and Possession Letter on their behalf, subject to submission of:

  • Original authority letter duly signed by the allottee;
  • Government-issued ID proof of both the allottee and the authorized representative;
  • Proof of relationship;
  • All original property and payment documents as mentioned above.

The decision of the Office of the Court Receiver/Monitoring Committee regarding acceptance of such authorization shall be final and binding.

Important Clarification

The Monitoring Committee and the Office of the Court Receiver reserve the right to seek any additional document, clarification, affidavit, undertaking, or verification at any stage of the process if deemed necessary in the interest of proper scrutiny and compliance.

Issuance of NOC and Possession shall remain subject to:

  • Verification of records;
  • Clearance of all dues;
  • Compliance with applicable conditions; and
  • Final approval by the competent authority.
